PHMSA is an all volunteer league. To support our league and our volunteers, we ask that each team do their part. We've had a stellar two years with our team points system. It's been quite beneficial to our teams, refs, and PHMSA in general. Since its adoption, we've witnessed the miracle of every single game covered by referees! As you know, no ref = no game!            

We listened to your feedback and made improvements to the points system. As you know, teams must accrue points throughout the season to qualify for our PHMSA cup at the end of the season (10U+). This year, the points tally is as follows:

To earn points: 
10U+  1 point for Assistant Referee, 2 points for Center Referee (~16 points per season) 
     Points also awarded for your 1st game and badge level up 
1-3 points   Board Member Positions 
1 point    Assistant Coach(es) position filled 
1 point    Team Parent position filled 
1 point    Team Fields Coordinator position filled 
1 point    Youth Referee from team 
+ Volunteer opportunities throughout the season (Equipment pick up/return, picture day, volunteer dinner, etc.)

PHMSA is 100% volunteer run. AYSO is a family experience. As an AYSO volunteer, an adult can participate with their player and teach the value of giving back to the community. Working together, we can provide a fun, fair, safe environment for our players. It takes a village, why not join ours? 


FOR REFEREES:
Every team 10U and above is expected to have a minimum of two certified referee volunteers designated at the beginning of the season to ensure the matches are properly covered. If there is no certified referee for the match – there is no match and the goals are put away. Team referees do not have to be directly associated with the team (they do not have to be parents/grandparents/siblings). However, team referees should not center referee their team’s games each weekend - they can AR. (They will not be allowed to ref their own games during the PHMSA Cup. We will look for neutral referees.) 

In order to ensure that all matches are covered by qualified and certified referees, all teams at 10U and older are subject to this policy. If teams fail to meet this requirement, they will be ineligible to compete in the elimination stages of the PHMSA Cup (10U-14U) or participate in the Area Cup. 

Earning/Crediting Points
• Referees should sign up for games on PHMSA fields using the RefScheduler platform, before or after the game (for matches you cover at the field). Point calculations are based on this schedule. 
• If you cover an Interplay game (12U / 14U / 19U) at an away field, contact [email protected] to receive credit. 
New Referee Bonus – New referees understandably need experience at a lower level before feeling comfortable at a higher level match. We have a couple of incentives for new referees (earned Regional Referee badge in last year). 
◦ Team referees who obtain their Regional Referee certification in the current year will earn 2 bonus points for their first time as a CR. This should be for a 10U match or higher. 
◦ Team referees who level up in their badge certification will receive 2 bonus points. 
◦ Email [email protected] to claim these points. 
Point Gifting – a team may have up to 25% of their points allocated to them from a non-team referee in the same age group or higher (4 for 10u / 12u, 2 for 14u). Email [email protected] to claim it. 
• You do not receive credit in our reporting until you assign yourself to each game you worked on RefScheduler. Please do this asap so our referee point reporting is as accurate as possible each week.

Referee Point Reporting
The Ref Admin team will publish the first referee point report by team approximately half way through the season (and weekly after that) to the coaches and referees for each team. You can email [email protected] with any questions on that report.
